overlap between hdblcm and hdbalm

I have used hdblcm for a while.

Now there is another tool hdbalm that can  install/update which can be by hdblcm as well ,  plus content (DU) transport which cannot be done by hdblcm.

So in the overlapped areas, which tool is preferred?
