Create Procedures through Content Package

Hi Friends,

I have a question, when im trying to create a procedure through graphical view in content package, i could see there "READ ONLY" option and which is graded out. I wanted to know, we cannot create a procedure with option "READ WRITE" in content package? If yes then how can we do it?

Can anyone plz brief me on this scenario.
